Working out a deal on a tractor which is suppose to be 0 down, 0%. Added implements and trailer and now they say I can't get the 0/0 deal for the whole package but offer a 1.29% package deal. Is this right?

I'm looking at a mahindra 3016 with a FEL and BH with a 12in bucket. I was quoted a price of $22,900. I don't know what just the tractor cost or the price with just the FEL so I have no way to compare to anything I searched, but when I see y'all posting quotes around $15,000 for tractor and FEL...
