Only has power when you turn key on.

I checked voltage to it. It had about11 volts going to it. I took it out and grounded it. It moved in and out when I turned key off and on.

I have a 08 5530. It shut off like you turned key off. I went thru fuel lines,changed filter, bled all way to injectors. Had fuel. Took fuel shutoff out and tested. It moves in and out fine. Squirted 1 shot of either,which I hate, and it started. Can't find real problem. Will not start. It's...
