So i actually had a digitally controlled fuel actuator (part # 7027792) instock and on my shelf, i installed with high hopes of narrowing down my issue but sure enough still no luck with swapping that. going to start inspecting my harness to see if i can locate where im getting my voltage drop.

my plan is to dig into the lift when i get some free time this afternoon. I will comment with what i figure out!
