After I remove the pins I cannot get the FEL frame to rise so I can back out. What am I doing wrong?

Does anyone use it? When & why? On by CK25 it does not work, that is it gradually slows down and stops.

I could not open the hood without using a wrench as leverage and even that was hard. I tried using grease on the upper latch bar and I can open it by hand. The upper latch bar is attached to the hood.
