3-Point Hitch arms on hitch hit frame for backhoe

When I raise the brush hog, I can only go so far before the 3pt. hitch arms contact the back hoe frame. Is this normal or am I missing something?

just bought a b2920

this is a 2008 w/415 hrs. came with la364 loader, back hoe, rork rake and plow. Paid 18.000. Fair deal??
