Ooh! How wonderful! They are going to focus on affordability and equity! The Woke Mindset at work.Just received notice from my electric co-op of a rate increase coming 04/01/25. Also was a notice about a public hearing to address member comments about one of the new federal mandates from the 2021 Infrastructure and Jobs Act requiring states to develop policies to facilitate wider adoption of EV charging through favorable rates and infrastructure development, or as the co-op described it "promotion of electric vehicles". One goal is to make EV charging accessible to all consumers, regardless of income levels, by promoting fair pricing structures. Sounds like those without an EV will have to help pay for folks with an EV to be able to charge their vehicle. Applies to all states, not just Texas.

This looks to be part of the $7.8B EV charging infrastructure buildout.
What one needs is a $500 10kW-ish L2 home connection to charge overnight.
FWIW I bought (2) new Tesla Wall Connectors for my new home.
