It's the little grade wheels on the York rake.

I thought I put in tubes, but both wheels/tires are flat every time I pull the implement out.

Looking at foam, but can't tell what is best.

Mean while, the 1950 Fordson is setting on rubber fitted 50 years ago and still holds air just fine.

I put tubes in from tractor supply that had slime in them from the manufacturer on a mower to stop that.

Verify the valve stem core is tight and not leaking.
If you did put in tubes then the tires possibly have thorns or some other puncture through the tire that is puncturing the tube.
Pull the tubes and make sure to mark their orientation/position in the tire. Inflate the tubes to see if they hold air.
Inspect the inside of the tires for anything protruding.

My take is that most if not all tires and tubes from offshore are designed with air holes incorporated.
LOL, by adding air they save on shipping costs.
I added tubes to tubeless tires but that did not improve things, well, perhaps I did gain 2-3 days of retention.

I have a machine where the valve stems have rotted... I need to pull them and replace. I don't have the tools.. Original tires and wheels on a machine built in the late '90s.. I'm getting tired of filling tires! Time to bite the bullet and fix it!

The little tube tires on my air compressor and furniture dolly don't hold air. There was another thread on here somewhere talking about such problems with crap imported rubber.

It is a no-win situation. I bought a wheelbarrow with hard plastic tires and they are WAY worse than an air tire as far as pushing around, but the leaky air tires are a pain also. An opportunity exists for some manufacturer to make better tubes and make a name for themselves!

Put a 1/4 bottle of FlatOut in each tire, air it up and spin it. Done, even with tubes.

I agree tube it. (y)

Air in your tires is suspension. The one tractor I drove that had foam was not smooth anymore. I had driven it before the foam and after. Foam was not good for me. The owner was tired of flats. I get tired of flats too but am getting sort of fast patching tubes when Slime does not fix. Kind of messy patching with Slime in the tube but not too bad. Oh, I think that guy also did the aircraft tires at the same time as the foam.
