That depends on how you set it up. I put smaller tires on mine, without switching over the eccentric hinge point on the overrun head to use the longer lever, so it brakes hard. Might wear some more pads but i like it braking as hard as my car.

If the tow vehicle can't get any braking traction nothing will activate the surge brakes. Doesn't matter how aggressively you set them to brake when they activate if they don't activate.

If it’s so slick the vehicle brakes are doing virtually nothing what difference would it make if the trailer brakes activated or not? Even if they did they’re also going to do nothing. It might be better if the trailer didn’t lock down because it would have a better chance of tracking straight with the wheels rolling.

Maybe you're not used to driving in winter conditions. Not something easily explained to someone who hasn't dealt with them. Icy conditions can allow some traction but very limited. At that point where it is below what it takes to activate a trailer's surge brakes (if it had them) you're going to be very happy to have both the trailer and the tow vehicle braking (i.e. electric brakes) than only the tow vehicle and the trailer pushing it along (surge). Remember, surge brakes have a threshold for activation, not just *any* differential between the tow vehicle and trailer. That border case is a *****.

Well I do tend to leave my trailers home when it’s bad out. I understand that’s not an option for everyone.

A trailer pushing you on ice with no brakes will cause a jacknife.

Now days my take is that if there is ice outside then I am inside but I know everyone cannot do that and more years ago than I care to think about I was one of them.

Not necessarily wrong but someone was having a bad day. Here is western NY we have this thing called the Barge Canal, the final iteration of the Erie canal. There are a number of one lane bridges that cross the canal. The approach to these bridges are usually steep enough you can't see who is on the bridge until you are at the top about ready to cross. So a tractor trailer turned down the road ahead of me but I didn't think too much about it since there is some industrial stuff down the road. But he kept driving down the road. He came to the approach to the bridge and stopped. I drove around as quickly as I could since I couldn't see what was coming over the hill. The bridge is marked as R permit only. I am not sure what weight limit that is. I am not sure what he did but there was limited space for him to turn around. I am sure he had some choice words for whom ever gave him those directions.

After retirement, moved back to rural PA to be closer to family...

But make it back to OK fairly often to visit. Though we don't miss the tornado season!!!

Saw this fella leaving the local lumber yard today. The picture don’t do it justice, look at the gap between the box and cab. The box was a good 6” lower at the back. Looking at the angle of the trailer hitch it looks like the frame is rotted out.

No annual vehicle inspections in BC.?
I had a Summer home in NS, and that vehicle would have been in a NS scrap yard several years ago?
