Well, I see alot of farmers running around with nothing on a load of bales so I consider that an improvement...........

Next time, call 911 and report them as having the skidsteer sliding around on their trailer, they might get a bored cop interested in an easy ticket.
Also, if they are from a midsize (or larger) landscaping company (ie: one big enough that is not just the owner and their helpers), call the company and tell them what you saw. Any mid to large company will have someone in charge of safety who will know how much their insurance will go up if it slides off of the trailer.

Perfectly reasonable.
If you tell them you saw it at a gas station, they'll probably be like "so what maybe they're going to chain it up because they forgot".
You know they're not going to chain it up, and you want the cops to actually do something about it before an accident happens - so you embellish a bit to make sure you've got their attention.

Not that long ago somebody was hauling a full-sized backhoe near here with a not-really-recent F250. The backhoe rolled off the trailer on a curve and crushed someone coming in the opposite direction.
I'd much rather stretch the truth when I see something not only dangerous but also illegal, to make sure that the police pay attention, before someone (who's unlikely to be the perp) gets killed.

Something that I think is unsafe? Do you think it is safe to have a multi thousand pound piece of equipment sitting on a trailer going down the road with nothing other than friction and gravity keeping it from moving?

I guarantee that skidsteer is moving around at least a little on that trailer if the driver is going more than 10mph and if the driver has to punch the brakes hard, there is a 50/50 chance that it will end up on the ground (and if they are turning when that happens, there is a good chance that it will end up on the ground in front of someone else's car).
It is also against the law to tow it unsecured like that, ye olde DOT requires at least 2 straps or chains plus one for the bucket if it is under 10000 lbs and four straps or chains plus one for the bucket if it is over 10,000 lb.

Just call the authorities and tell them equipment is not attached to trailor and it is moving around. Your concerned that it is about to come off and hurt someone. #### color pickup at Intersection # & # heading south.

Many things in life are all about presentation.

Years ago I moved into a neighborhood with non standard narrow streets. One entrance into the neighborhood. Signs were up about no parking on streets. Well there were lots of cars parking on both sides and I would have to stop and fold the mirrors in on the truck to get through. Called the police and complained. Several times. Waste of time. Found out it had been that way for years.
A week or so goes by with lots of frustration about the hassle to get to my home. So I tried it a different way. Called up and reported the street issue and expressed my concern about the ability of emergency services (fire, ambulance, etc) getting into neighbor hood. Hour or so later there are literally dozens of tickets on windshields and a couple tow trucks starting work. A week or so later and a few cars here and there on the street but you can get around them. A couple weeks later its all back as it was. Another phone call about emergency service and the problem was solved. Lived in the neighbor hood for several years and no cars on the street. They patrolled it and took care of it.
Not many public servants want to be held libel and be blamed for a reported and on record issue.

In the same vein, if you ever call in a car that is driving foolishly, mention that it is driving erratically and you are concerned that the driver may be under the influence. In NY at least, that gives a officer reasonable cause to pull a car over without seeing them tailgate, or otherwise drive foolishly.

So, you wouldnt have a problem sleeping if you turned on the news after seeing that truck and watching the lead story be about someone who got killed or maimed because that skidsteer fell off of the trailer and landed on the hood of their car 15 minutes after you saw it?
