So, the put the straps in place to hold the sides up, then loaded the gravel?

Loading the car and the stress on the sides when going down the track is two different problems. Also nothing i can see shows the straps were installed after the gravel was loaded. Chute can dump the gravel in just fine with the straps on. Just guessing here. For sure no solid info since i was not there at loading.

By the looks of the strap angle, appears to me they went on after the load. Otherwise wouldn't they be buried deeper?

My guess is the sides were bulging, someone got nervous and added the straps.

If it was his/her 'beater' then they should be able to afford a pickup truck to have around for hauling stuff. But whatever. People are weird and obviously we don't all think alike.
