When I was a kid I did pee on one at with the encouragement of my two older sisters, I was 5 and they were 10 and 12 respectively. It was on our grandparents cattle farm. While it did not do any physical damage to me it did hurt and I still remember it almost 60 years later. The lesson learned was don't always trust older siblings and keep it in your pants!

I think what you mean is that they are "low impedance, high voltage, DC".

A typical fence outputs 9.5kV with no load, and the energy is usually from 0.1 to at most 10 Joules for the most powerful energisers to power long fences and animals with thick hides
Even then the pulse time is only 20 - 300 microseconds. It's that short pulse time and limited current that make it reasonably "safer". So about a Joule in a hundred microseconds ain't going to char anything. It takes about 50 Joules just to heat one gram of water 10 deg C. A cup of coffee takes about 1000 Joules to heat to boiling. So you can see that even a big fence energiser delivering 10 Joules won't warm your willy

Myth busters and national geographic both proved this in re-creation scenarios. No actual private parts were hurt in the experiment, so PETA can stand down on this one.
Last weekend my nephew stopped by. He out weighs me by 100 lbs now, but when he was 10 he was small, pesky and loved horse play. One mothers day, I carried him over to a nearby cattle fence to settle him down. It was fun until the fence came in contact with a bit of armpit sweat on my shirt. We stopped playing that game.
