Kubota BX24 usually runs fine but bogs down/loses power when under load, like heavy mowing, and will even stall if I don't release the PTO. I changed fuel filter and cleaned air filter but still a problem. Suspect either the fuel pump or governing mechanism. Anyone have experience with this "feature"?

Did you change both fuel filters? One under the floor board before the lift pump and one after pump next to the engine. The one before the pump is most often the dirty one.

The only issue I have had with my BX24 not running right is when I do a lot of log winching at idle. I mow at 2700RPM or more and never have any issues.

I agree, there are two filters, did you get them both?
Now I did. Took out belly mower and home-made fan shield to get to it. Then floor pan. Only 5 hrs. later it was changed. But tractor still bogging down/stalling. Could this be an injector pump problem?

When you changed that fuel filter did fuel pour out of the line. If not the tank might be clogged. There is also a small electric fuel pump that coukd be bad. You should hear it clicking when you turn the key on but don’t start the tractor.

I was having a similar issue with my 2007 BX24. It would run gerat for a while and then bog down as if it was out of fuel. I replaced both fuel filters, the fuel pump and the fuel injectors. I thought that would fix it. I was wrong!
I removed the fuel tank (PIA) and poured the fuel through a filter to see if there was crud in it. Some kind of label came out. I don't know where it came from, or how it got into my fuel tank. I reinstalled the fuel tank and gave it a try. Worked good for a few hours while bush hogging 5 acres.
A few days later it started giving me problems again.
I pumped out all of the fuel again. Filled the tank with water and noticed that nothing came out of the fuel hose. I blew compressed air into the fuel line to clear it until water started flowing out. Then vacuumed the water out of the tank. I repeated the process three or four times. After blowing air into the tank over night to dry it, I added fuel and tried again.
Still acting up!
It ran fine at idle, I could rev it up and operate the 3 point hitch as well as the loader. When I touched the HST controls, either forward or reverse, it would die. I jiggled the OPC timer and it worked for a while. I figured that the OPC timer probably got some moisture inside it. A few days later It got so bad that I almost had to tow the tractor to my shop!
I ordered a new OPC timer along with new fuel, air, hydraulic and oil filters.
A few days ago I changed the hydraulic fluid and filter, engine oil and filter, air filter and the #1 fuel filter (before the pump). I decided to wait on the OPC timer to see how the tractor acted.
So far it seems to be working fine. I may have spent $120 on an OPC timer that I didn't need. I'll just keep it in my Kubota parts box until needed.
