Does it matter what side you mount a belt tensioner? When looking head on, the motor and pump spin CWC, the right side belt should be under tension and the left side should be slacking, so do I put the tensioner on the left?

Put it somewhat close to a small pulley so it wraps more completely around it. That'll give more "grip" area....that make sense???

I can see grip would matter for a driving or driven pulley but not an idler, it's free wheeling.

No, the idler changes the path of the belt so it has more contact with the smaller loaded pulley.
