One inch would definitely accommodate a shackle pin or a trailer hitch ball.
I bought heavy duty 4' forks and I wish they would have come with holes in the ends for chain hooks. Not sure how hard they will be to drill. I would imagine they are hardened steel.

I needed a hole in a fork tip, used a hole saw in the drill press. Easy cutting and a nice clean hole.
Try an annular cutter in a drill press at a proper speed and some good quality cutting oil like Tap Magic. Should be a piece of cake.Wow! You must have a lot better hole saws than I do. Mine barely cut wood.
