Probably meant a value in the range [2.45-2.55)
where the "[" means greater than or equal to this number and
the ")" means "less than this number"

because [2.40-2.45) is 2.4, [2.55-2.60) is 2.6.
My understanding was if I reported a 2.40, it meant 2.39 to 2.41.

The implied tolerance on two digits is -0.005 to +0.004, or put otherwise, 2.40 could be 2.395 to 2.404. When you get to 2.405, then it's recorded as 2.41.

Bottom line, you're always ± half your last significant digit, with the +1/2 rounding up.

Then there is “Carpenters Precision”

Measure to the 1/16 of an inch
Mark with chalk
Cut with a chain saw
Pound in place
Caulk to fit
Paint to match

PERFECT!
You've seen my channel!!! Cut twice, measure once. (I don't have a channel)

There is a huge misconception over George Washington.

He was no one, till he married in to money. That money came from his wife that inherited a great deal. And she was on her second marriage to George, having been married prior to the insanely rich family of the Custis family, and George got from her, near every thing they ever owned, but mostly Martha owned it. This is the first President of the United States.
