Please help... I have a NEW "victory" brand fmhd 78" flail mower. Question.. Does the horizontal tube that goes from the gearcase to the top belt pulleys supposed to contain oil ???? VICTORY doesnt seem to know. Manual is totally useless.

I would say no with 99% certainty.
Something's wrong, possibly the gearbox was overfilled and the seal was damaged by this overfilling and oil is showing up in the tube.
