I never saw where you bled the fuel system. The pump can not pump air. Start at the tank & open each bleeder screw enough to let air out, then close . There should be two on the fuel bowl & one on the injector pump. I get many calls for people trhat think they need an injector pump when all they need to do is bleed the system. If you do want to set it out by the road i do buy parts tractors.

Start by checking fuel level in tank. Make sure it flows freely by gravity - the filter is a good place to start. You could have crud in the tank. Bleed the fuel system per the manual - if you have one. If the pump is indeed bad it can probably be rebuilt. A local shop was able to rebuild injectors on my old Mitsubishi D2350. I'd go for the simple stuff before scrapping the tractor out. You'll get very little for the metal and likely have to pay for disposal of the fluids.
If you disconnect the 2 lignes of fuel
Before the injectors 2 the fuel lines must flow
About 8 inch If you rebuilt the pump
Remembrer If you remove the 4bolt
For the pump not to.loose the factory
Spacer for timing .leave it there While
Pump is rebuild
Denis

If not have thé pump rebuild and the 2 injector chez for rebuilt
