Your tractor most likely has a ground drive pto option. The lever has three detents Ground PTO/Off/Engine PTO. The ground pto turns faster as the tractor goes faster. It was used for some implements but never really caught on. You most likely have the PTO lever all the way forward. Try moving it to a middle position.

The above suggestions may apply, provided the tractor has live PTO. It may also have independent PTO which is a hydraulic clutch pack containing a brake. Problems with either the clutch or the brake can cause it to spin whenever the engine is running. Without knowing how your tractor is equipped, no one can tell you what's wrong or how to fix it.

If it has a PTO brake and the brake disc is shot, the stub will rotate no matter what and if it does, the PTO brake assembly and/or the brake disc will need replaced. I suggest you find a shop manual to see and how involved it is as well. Might not be worth your time or money to fix it.

Additionally, if it has a PTO brake and it's shot and you replace it, I suggest buying an over running coupler and put that on the PTO stub if you are planning to run any implement that don't have a built in over running clutch like a bush hog for instance. The inertia the spinning blades impart to the PTO stub will quickly destroy a PTO brake if it indeed has one.
