11 days later and 3 starters later, still no resolution. I have gone through three starters now. First one was a PLGR type, but it had a "nose cone" and wouldn't fit despite DB Electrical's promise it would. Went with the OSGR starter that they have listed. It would not turn the motor fast enough. Would make a revolution, then seem to hit a compression cycle and freeze up. Ordered a third starter from Rare Electrical that looked online to be a PLGR, it came and is an OSGR like the previous one and it will turn the motor over barely (if even at all, needs help from me manually turning the fan blade). I have replaced the battery, battery shows 13.8 volts when hooked to the starter (at the battery terminals and at the terminals at the starter). Cleaned the ground connection. Released the belt tension to make sure the alternator and the fan blade could spin freely (they do). I can take a plumbing wrench and spin the crank shaft with one hand. Lights work, glow plugs work, horn works, hazards work. Tried making direct connection to the starter with the battery and a pair of jumper cables, completely bypassing the wiring. I have tried two different vehicles running and with cables connected to the tractor to try to start, still nada...

WHAT THE **** IS GOING ON????!!!!! Is a PLGR starter just that more effective at turning over our tractors?

Still trying to diagnose, I show 12.86v @ the battery and the exact same @ the starter positive. Crossing the ignition hot lead to the constant positive still causes minimal turn over. The glow plug relay chatters like crazy. I get a voltage drop to around 10.5 volts when attempting to turn the starter.

where does it drop to 10.5v? at the battery or the starter?

sounds like a bad connection from battery to starter or bad battery to ground connection

Is there a separate ground strap from the engine to the frame or is the motor bolted directly to the frame and that is how it gets grounded?
