I appreciate the replies. The tractor is my neighbors and he bought it new a few months ago. I figured the bracket was to catch the little handles on the rod to keep it from turning. Its a poor design not having someway to hold it up out of place while making an adjustment. Yes, it would be easy to add a piece of wire or something, but I thought I'd ask you guys in case there something was supposed to be there to hold it and it was missing.

Here's a picture from J T Huskin's B7100 restoration job showing the turnbuckle thingy:

It can be swung out to provide leverage when you need it, then springs down & clips out of the way when you don't.
It's really an ingenious, simple design.

I can't see the one on my neighbors tractor being used for leverage. The rod has 2 little grab handles for turning. This L bracket is pretty much at the top of the rod and doesn't seem strong enough to use for leverage while turning the rod. IMO the end of the short leg of the bracket should be open allowing it to snap or clip on while in up position allowing the free use of both hands to make the adjustment.
