iseki ts3110f chaning transmission oil

I was trying to change the transmission oil on my ISEKI TS 3110 F by draining the level down to the bottom of the test plug located on the left side of the transmission. The instructions say to add enough new oil until it comes out the test plug hole. unfortunately more than two gallons came out of the test hole so either the transmission was overfilled before or I am following the wrong directions.

Obviously I need help. I don't have enough oil to change all of the transmission oil by takin oil out of the drin plug at the bottom of the transmission as required at 900 hrs service.

It was either overfilled or it has water in it.
