What do you mean by "low"? There is no low on my tractor.

Are you saying that your tractor doesn't have a range selector. I have never seen a "TRACTOR" with HST without at least 2 ranges, most have L, M & H range selectors. Lawnmowers may only have one range and only controlled by a single pedal for forward and reverse but not tractors. And of course if it is gear drive it is going to have at least 4 gears minimum. Mine has 20 forward and 20 reverse.

The GST I have doesn't have "low" or "high" gears, just 1-12 or so for forward and then 1-8 or so backwards.

I go up in "4" gear and come down in "5" gear. I keep the PTO rpms right 540 +/-, which do require changing the throttle input to keep the rpms the same.

Sure seems like it.

I think his tractor is a L4330 GST here is a link to it's specs..

If it is a glide shift then it for sure has a low gear. 1st would be lowest and might not be the "low gear" than is needed but however you slice it everything mechanical that moves via a transmission has a lowest gear and a highest gear. Just because it doesn't say L or LOW on it doesn't mean that it doesn't have one.

I think I said that before, use a lower gear it may be he needs to use the lowest gear to go uphill safely. Not ideal of course but safest and cheapest for sure.

Its not speed or power. Its a traction issue. ... And R4s suck at it - particularly on turf. For the OP to optimize what he has he needs to make the tractor heavier, particularly the rear since it has a FEL. And lower tire pressure to increase active tread area. Those R4 lugs could also be grooved as a last resort before going to R1s.
-- The key problem is probably the hi grass/vegetation on the subject mow. If OP can get thru it, regular mows after should be within normal capabilities of R4.
