Hazard lights blow fuse on Boomer 45

With the ignition off my hazard lights work normally. When the ignition is on (with engine either running or off), turning on the hazards immediately blows the fuse, disabling the ignition. It’s only blowing the 10amp hazard fuse. Any suggestions where I should start to look would be much appreciated. Also how is the switch removed from the panel? There is a plastic surround, but it doesn’t seem to want to move.

What happens if you use the turn signals? You got a short to ground somewhere. Otherwise the fuse wouldn’t blow.
