I thought of another plan. Get a lawn mower trailer, and build a set of skies to keep the tongue off the ground. Then move the trailer to the start of the hill with the tongue facing up hill. Load a scoop or two of gravel on the trailer. Get a chain that is longer than the hill is long and hook the trailer to your tractor. Slowly ease the trailer down the hill. Make sure the tractor is in 4WD. If the trailer has electric brakes it wouldn't hurt to get some wire and hook them up.

My crazy idea for this: take (3) sheets of osb, and (4) 10' or 12' 2x's. Use the 2x's to make a curb on either side of the osb, then staple a sheet of plastic over the whole works to make it slippery. Dump your fill on the chute and let it slide to the bottom. You could go narrower, but osb is cheap and a 4' wide chute would be pretty easy to hit when dumping your bucket.

If you wanted to get fancy, you could build legs for the bottom end up high enough to let it dump into a cart or wheelbarrow, but if you have a way to get the tractor there through another path then you could just scoop up at the bottom to do what you need to do.
