LX279 48" cutting bed tractor with 18hp water cooled Kawasaki engine.

While cutting with my tractor I saw fuel leaking out of a hole in the fuel pump.
It was running fine but this is NOT good so I ordered a new fuel pump. Fuel Pump AM132715 I was surprised how cheap they are on Amazon $14!!
Did the simple replacement and mower went about 5 min before engine started to race and then died.
Restarting would turned over the staring engine but not the engine. I assumed i had a bad pump and got another. engine still wouldn't catch.
replaced the fuel filter (installed right direction) no change.
checked the fuel line from the fuel filter to fuel pump and when I sucked on the line (bleah) fuel came down it and continued as long as I kept the line lower then the filter. so I thinks its good
checked the line from fuel filter to carburetor and when turning the engine over I see no spurts of fuel coming out of the output end of the fuel pump.
(HOW does thus fuel filter work?) should I see fuel spurting when I crank the engine?
took off the carburetor fuel solenoid and fuel poured out. checked this solenoid and it was sticking so replaced it. works correctly now but still engine wont turn over.
replaced spark plugs engine won't turn over.
NOt quite sure what more I can do.... any suggestions? I think its fuel related ? seems still to be fuel pump but I've replaced it twice from different sources.
