ford 860 overcharging

a friend of mine has an 860 that quit charging so he replaced the regulator along with polarizing it. Now it charges 30 amps all the time when it is revved up. He bought another regulator and it did the same thing. the regulators are for that model tractor. he then took the generator and regulator off and took it to a reputable electrical shop that rebuilds generators and alternator's (and they know what they are doing.) they put it on a machine to test both units hooked together and said it tested fine. He went home hooked it back up and it charges max all the time.
Has anybody else had this happen?

I think most places like Napa, Oreilly, etc will test your battery for free.
If it checks out then put it on a charger and charge it over night.
Then hook it up and see what the ampmeter reads.
