Engine seems like it is starving for fuel when going down hill even with full tank. Replaced fuel and air filters, no help?
Any ideas?

Check the pressure on the lift pump.

Is the lift pump the fuel pump?
Disconnect the fuel line at the lift pump (it's the pump ahead of the injector pump in most fuel systems). Crank the engine like you are starting it and you should see a CONTINUOS gush of fuel from the fuel line. If it dribbles or is intermittent work your way back to the tank and find the restriction. The usual culprits are a blocked or pinched fuel line, a plugged filter head, or a clogged tank outlet. Some lift pumps have a screen on the inlet side that can clog.
