Does tongue weight increase trailer load capacity?

It probably includes oil, fuel etc since the specs also included 175# operator weight. I am adding on the weight of the thumb and bucket.

I’d worry more about loading the excavator on the trailer. Tracked machines are harder on trailers vs wheels. They like to pivot on the back edge and then slam down. Especially since an 1100 pound trailer isn’t very heavy duty.
