I'm looking for a "toolbar" with 10-12 in ch teeth to pull behind a tractor to aerate the ground. I've called it everything in the world, but it still won't come up. NMortrac shows one as a scarifier, but there are no other brands shown, and I know there are more manufactures. HELP ME!!!

The "Chisel Plow is" what your looking for.
Saying that I am not sure that you can find one with that short a chisel.
If you have a smaller mule you will need to take half the chisels off to run it by removing the outer chisels until you have the number of chisels left that are equal to your mules width.

It would help if you told us what type of soil you want to aerate.

Do you want to penetrate the ground 10 to 12 inches?
Like Leonz wrote - look at a chisel plow or a cultivator
