You might try jacking up the mower and take weight off linkage. That should allow you to adjust the height knob. If the rate drop knob is frozen then neither the mower or the three point hitch hitch will drop

I did that [jacking up the deck] , jumping up and down on it, etc. and it still will not allow cutting height adjustment. You said that "if the rate drop knob is frozen then neither the 3pt hitch nor the mower will drop." That is not true in this case. The 3pt lift arms raise and lower totally normally. Only the deck fails to lower. Both knobs are frozen in position and will not rotate.

Your PTO shaft may be seized. Take off your deck, and see if the pto shaft is sliding smoothly. If it is not and is hung, it will prevent the deck from lowering. You will need to use WD40 and some time to get it unseized
