94 B3300 won’t start

Mowing with brush hog behind tractor. Got off to move small tree in front of tractor. As soon as I let off clutch and got off seat, tractor shut off! The tractor has power but won’t turn over now. Can’t seem to find the safety switch that isn’t letting me start tractor. Switch under the seat doesn’t seem to be the issue and have clutch disengaged. Any ideas? Not sure where all safety switches are located, didn’t get any manual with tractor

Is the pto off? Is it in neutral move the hst pedal back and forth....

I have it disengaged but curious if there is a sensor on this lever that is not sensing it is disengaged. I have looked but don’t see one

Get one. How can you expect to learn about your tractor operating procedures without one? It's pretty hard to accurately diagnose these types of problems from many miles away.

The likely issue in your case is a PTO safety switch. If the PTO was on before you got off the tractor, as soon as you got off the seat it shut down and won't restart until the pto is shut off and the rest of the safety switches are in the start and run position.

Here is a copy of the Operation Manual, it may show you the locations of the safety interlocks, for sure a Service Manual would but I'd guess you would have to pay for that:

Is your B3300 hydro static drive? If so, the forward and reverse pedal have a tendency not to find the neutral position. There's a safety switch on there that a rod pushes in. It tends to get dirt in the piece that the shaft travels through. Here's a photo. Check to make sure it's pushing the switch.
