Back in the old days, people made dumpcarts by putting a gravity dump box from old narrow gauge rail trolleys that were used to manually dig canals. Here in Europe the rule of thumb is 5%. Though the 3500kg (7750lb) approved ball hitches have an approved vertical load of 250kg or 550 lb which is 7% In stability, height of the center of gravity is also very important, a high center of gravity at speed can create negative tongue weight.
