    I got them on using my modified HF manual tire mounter, which is mounted to the forks of my tractor. The JD wheels did not have bead-retention lips that ATV and some car tires have. ATVs are the hardest to do. Need a special tool for those.

    I have had a cylinder where the retaining wire breaks off at the dogleg. What you suggest is what I did, but I had to clear the dogleg hole first. To do that, I suggest a small drill, and if concerned about drill bit breakage, drill a small hole next to the original hole.
