I use a piece of short heavy nylon rope with a spliced eye in both ends which I put around the tire (the same way the air hose went on) and slip a crowbar through the loops and twist the bar until the bead seats on the rim. Some persuasion from a three pound hammer also helps set the bead.

I am in New Hampshire, I have to get a permit good for 7 days from the fire department and then call the fire in to central dispatch and I can burn between the hours of 5 PM and 9 AM. It has not been dry here this summer.
