This is being used to hillside cultivate row crops. The 3PH is unique in its location between the front and rear wheels of the tractor as seen in this video:

The cultivator bar is where it should be as it is the easiest to see and make quick adjustments. Many belly bars on tractors through the years

Yes and the Allis Chalmers Model G is a good example. The Fendt in the video looks like it utilizes a conventional 3PH just behind the front wheels for various attachments.

I can see some advantages of a cylinder operating at least one of the 3PH lower links particularly if the valve has a float option. Even the Quik-Hitch folks could make use of it for alignment when mounting an attachment.
