From what I remember of my old L3400. (It has been a number of years) the PTO was engaged by a lever pulling on a cable. Now mine was an HST model, maybe gear models are different. But the microswitch was right up by the lever under the bezel.

The volt meter did not cause the spark. The fact that there was current flow because the battery was a lower voltage than the charger voltage causes current to flow. With current flow, there will be a spark at initial contact.
