    I've never noticed any water in the filter bowls. The worst rust is on the part that is at the very top of the tank so it would not be covered in diesel even if the tank was full. I think that part was allowed to start rusting before they even put it in the tractor.

    First thing I would do is jump the starter solenoid and see if the starter turns. If so, the starter and solenoid, battery and cables are good so you can backtrack to see where the juice is not coming from. Be sure to have the tractor in neutral when you do this so you don't get run over.
